1990 Turn Signal Problem

Ok here's the problem. Both signals work just fine until the outside temp dips down to around 50 degrees. (this has been happening for the past couple years but it's getting worse).
Now that the colder air is here the right signal doesn't work. If you leave it on for a few minutes it generally will then start blinking. If you try it again right away it will work but a few minutes later same problem. During the summer never any problems. It's not the relay as I've tried known good relays.
Any thoughts? I'm hoping it's a contact problem under the covers on the steering column. I opened things up last weekend to have a look and I do see contacts but I didn't have time to try anything, so I'm doing it today.
Any ideas or suggestions would be greatly appreciated!
