Getting the Wheeling Fever

I'm in the process of putting in some different shackles on my 89 P/U. There appears to be a steel bushing/sleeve in the eye of the rear leaf springs. I can't seem to get them out. I've sprayed with rust penetrater and poured the heat to it with no luck. This bushing does come out doesn't it? It looks like it has to come out in order to get in the aftermarket poly bushings. Any ideas. Thanks
