Steel sleeve is bonded to the rubber bushing. Either leave it in place or remove it. Several removal tricks, one is hydraulic press. Another way to go is to drill a series of holes through the rubber around the sleeve, then remove it and use a hack saw to cut out through the outer sleeve. Hammer a chisel or fat screwdriver blade into the spring eye to open it up then try to hammer out the sleeve and bushing (the same cut is to release the press fit).
