I would plan on replacing the bolt. That sleeve is probably rusted to the bolt and won't let the bolt slide out. I used a sawsall and cut the bolt on each side of the bushing. You can see the bolt inside the sleeve in the pic. Roger sells 18mm bolts that will let you loose the sleeve (after drilling out the spring mount).
