Im not gonna touch the timing chain section of the post..let the other fellars handle it.

On the connector...can you get a more detailed shot of the engine compartment...say from the drivers fender...keeping the valve cover in full view but towards the bottom of the pic so that the plenum gets included too?

Almost looks like the EGR temp sensor connector to me. Cali smogged 22R-Es have this sensor, and since toyota is one that likes to keep things simple, theres a good chance its part of all harnesses from the later years..and just Cali smoggers have it hooked up.

It is definately a topside connector, VSV, A/C or sensor.
