It just a simple cable control that runs this. I would check for either a kinked cable, the jacket over the cable not being secured so the whole assembly is shifting, or something jamming up at the other end of the cable. The dash stuff all pops off so you can watch the lever and cable when you move it to see what is going on. After that it's dash diving time.
