You need a bolt removing tool...got 'em at Sears, looks like a weird backwards steep sided drill bit. You drill a pilot hole into the remnants of the bolt, screw this thing in, it bites, grabs the bolt, and it'll come right out. Since you have removed the head of the bolt it should come out pretty easy. If it doesn't come out right away, heat the area around the bolt, NOT the bolt itself.

And no, you shouln't drive around on 3. If it was OK to only have three then they would'a just put 3 on there. Know what I mean?
