I think shaunyg is onto something. I looked at mine last night and found that the retractor works perfectly fine if I bypass the anchor at the height adjuster. The hang up seems to be at that slider. As if the slot for the belt is too tight. I am going to try and file that slot and make it bigger therefore allowing the belt more room to move. I'll update after the holiday.
