Could be. Check your system voltage with the engine running and idling and the lights on or off. If you see it dropping at idle with the lights on, then the alternator is not putting out enough current to handle the load and the battery is having to discharge a bit to take up the slack. The squealing is probably the alt. kicking in to recharge the battery as the engine revs come up. Tighten it up to keep it from slipping.

You could have the battery and alt. load tested at an auto parts store to see if either one is getting weak.
