In NH, I think your supposed to have flares covering even the bulges of the side of the tire. Most garages pass you for inspection as long as your tread is much more then 2in past ur fenders. I think your frame can't be any hire than maybe ~36in?? (actaully, many years ago there was a guy with a Chevota on 40's with one frame welded on top of the other to make his frame height legal,, never saw it, but sounds like it was kidna cool. Not sure what happened to the truck...)
I've never seen a cop actually get out a tape and measure it, although they've threatened me to do so unless I age 10 years, fix my exhuast and un-lift my truck.
Basically the cops follow me all over the place but haven't actually done anything about my illegal bumber height, tire coverage and exhuast.
I have a friend whos gotten a written warning for having 4in offset 12.5's (stuck out a good 3-4in) and another for obsruction of vision due to his windsheild having a good inch of mud on it cept for where the wipers smeered the mud.

Yah scerb, you got some of it. In NH its 30" max to bottom of the frame, front and rear. And the tred of the tire must be covered. Although from my experiance, cops will only bother you if you are doing something else and really asking to get pulled over.

VT requires mudflaps in the rear and you're supposed to have fender coverage for your tires. We, like NH, also have some law about how high your frame can be off the ground.
I've noticed that the "powers that be" around here don't really care much about the coverage thing or the height, but are pretty uptight about the rear mudflaps. But if you ran something like 14.50's or more and no flares they'd be more apt to notice

Pennsylvania requires for tire tread to be covered by fender or a maximum 6" fender flare extension (like I have).
pa allows no more than 3 inch total flare from body.tire cant stick more than 1 inch from wheel well.mudflaps are required if over such a height.also bumper height is 30inchs to bottom unless was higher from factory.oh yeah and runners and such that are registered as station wagon have a lower bumper height .cant have more than one set of aux lights uncovered at once. there is more in my insp. book but pretty much depends on where you at whats going to happen to you. i was measured 3 times in one year barely passed everytime.all by cops that needed something to do.most part wasnt bothered. as far as inspecting them goes.i check bumper height and tires thats it besides for normal inspection items. oh and one last thing they are trying to change the laws on this now.

I guess I misunderstood the guy and thought he meant 6 inches on one side, not total (3" and 3").
I came from AZ. and the truck lift dealings, inspection in this state blows. Yeah, yeah I know I've heard every cock-n-bull thing pertaining to it and about it. I had to search out a friend of a friend that has a inspection license give me some stickers, and yeah I heard all the stuff about going that route also. I just say I've modified it after it was inspected.

NJ requires tire coverage for anything that sticks out past the fenders(I know, they failed me with 32's and 15x8 Outlaw II's that stuck out about 1"). Not sure about maximu lift height or bumper measurements, but I'm sure they exist. You have to go to a special inspection station to be ramp tested if lifted a certain amount.
