VT requires mudflaps in the rear and you're supposed to have fender coverage for your tires. We, like NH, also have some law about how high your frame can be off the ground.

I've noticed that the "powers that be" around here don't really care much about the coverage thing or the height, but are pretty uptight about the rear mudflaps. But if you ran something like 14.50's or more and no flares they'd be more apt to notice <img src="/forums/images/graemlins/notooth.gif" alt="" />
