The OBD II problem is the pin out on the data link port is incorrect. Mine did the same thing an after looking at the ewd the pin out was wrong. It is proably on pin 2 but should be on pin 7. Check your ewd. After I changed the pin around it linked up and passed.

Bill is right on the fuel pump. I also have a 93 Runenr and I been using a older celica pump with no problems for over a year.
