The GenIs are up near the dash at the top of the driver's side kick panel. If no one posts on the GenII, I'll dig my FSM out from the garage and have a look...

I believe, if it were mine, I'd replace a few bulbs first. That's the cheapest way to throw a few parts at it to see if it'll clear up. Replace every piece of glass in the circuit. I've seen some strange things happen to vehicles with a squirrely bulb.
If that fails, then go after the relay.
Hope you find it.

aw, dude you may be in for a real headache. I have a similiar problem. I tried new bulbs, turn signal switch, hazard switch, cleaning the column switch and nothing has worked for me. So now I'm looking for a new column switch w/headlight washers & cruise (anybody got one???), nearly impossible to find.
right now i have a turn bulb gerry rigged to the bumper, looks very "pimp" if i do say so myself...lol.
be careful when you change the switches on the gen I the hazard has a ground wire so I would disconnect the battery just to be sure.
let us know how it goes

You guys aren't very encouraging. I have the same problem with mine, ei; slow/stuck blinker in the morning esp. when cold.
Although, if I cycle the switch it works ok.

relay relay relay. ...for the '95 LS MR252921 - Relay (flasher unit), Hazard & Turn Signal Located on the left wall of the driver's side footwell. Should be the one on the upper right of a grouping of about 5. Chances are the relay can probably be salvaged.

well boys, thanks for the responses. the strangest thing happened, for some reason the problem solved itself. i'm sure it is only temporary, but i was messing around and managed to get the lights on without the blinker coming on. i was driving at night, quickly turned my lights off, turned the blinker on, and then turned lights back on. when i did that, the blinker blinked and actually turned off when i put the lever back in the middle position.
for some reason i'm sure the problem will present itself again, at which time i will mess with the relay (thanks DougB)

I had a similar problem last spring. I was able to solve it at first by turning on my hazard lights which seemed to awaken my turn signals. When it got worse, I simply unplugged and replugged the relay. It's been fine ever since, but I'm sure it'll be acting up again soon.
