There is another area that may be worth investigating. The throttle control. If yours is the same as my Trooper (4JX1 engine), it is "fly by wire" and not a physical connection.
I had a similar sounding problem last year. The problem, in my case, was the throttle body. The main agent did the work so I cannot help with any of the technicalities.

Roy,
I'm sorry but I cannot be a lot of help as I just let the main agent do the job. If I remember correctly, they changed the throttle body (or whatever the engine end of the throttle wire is called).

I am just experiancing the same problem,in a yr 2000 3.0Diesel wizard.. although mine flutuates (idles high and low)and if i rev and take my foot off the truck stops.. once warm its all fine, just a ***** to get going from cold...

The throttle body proved to my problem - the butterfly valve position is detected by a small carbon potentiometer which failed. This thing would cost less than $3 to buy but you have to get the entire unit, which is factory calibrated, at a cost of about $800! Don't be tempted to fit a secondhand hand part!
