XJ steering question

Ok im gonna try and explaine this as best as possible
I bought a 89 XJ for dirt cheap a couple weeks ago but came with a confussing problem...they guy i got it from said all he did was replace the steering pump.. And now for no reason i can think of will not make a full left turn..it stops at about a 1/4 turn full cock and makes for an interesting yet pain in the ass to drive.
it goes all the way to the right though
and when i have the wheels pointing straight the steering wheel is not centered its a half turn over
i know its not the alignment as someone said i know thats not the issue my question is could it be the gear box,pitman arm?? doesn't look as if the pitman arm has been touched....... just cant figure it out and they wont inspect it becaue of this.. I have posted this all over and get some dumbs answers so ill here too! <img src="/forums/images/graemlins/cheers.gif" alt="" />
