They're anchor mounts for Thule or Yakima crossbars to hold a cargo rack, ski rack, etc. The previous owner installed the fender flares as he was running 285/75 MTR's. I think they're OK, but I like the Street Flares better than the Extend -a- Flares. When I go to a larger tire with more agressive tread I'm sure I'll be glad to have the wider flares that are on it.
