Yeah, I read that too, but if you looked closely it said "How much can you afford to spend each month (or want to) on your rig?" Well, as far as I'm concerned, that little "or want to" statement means that all of us could happily pick the highest number on there... Cause we all WANT TO spend as much as possible on our rigs... But most of us can't...
