It is for something on the California emisions models as far as I know. On my '88 it just hangs out back by the distributor. I don't think it goes to anything on a federal emmissions model. There was just something about this wire in a recent post. Again, on all FED emissions models, it is not used as far as I know, at least on the FED/5-speed rigs.
