You are absolutely correct, HID is a bulb and a ballast. However, Your original headlight housing were design to be used with Halogen bulb and NOT HID bulb which produce much more candle power(light). If used in regular housing HID light will create glare and light pattern isn't exactly what it should be on cars with HID installed from the factory. Just my opinion.
