OK, on the driver's side, towards the rear of the carb there's a pushrod that runs vertically. It goes into some kind of assembly that has a boot sealing the pushrod. It's about... 1/8th inch diameter rod? The boot on this is dry rotted.

Problem? How should I address this?

Change your oil hot and often.
