Yeah, this is the first step.
Second step would be to get a wiring diagram and make sure everything else is hooked up correctly. If they did the ECM piggyback that way, who knows what else could be mickey moused....

I don't think this would be your problem as the idle speed is controlled by the ECM, but a lot of times when a blown motor is rev'ing up and down at idle, it's simply the idle speed is to slow. Idling it up a little generally helps.
