Look at the wiring diagram/web page and you'll find the answer. CO relay has two sets of windings, one pulls in ia the STA input in reaction to the key in the STArt position. The other winding is pulled in by the AFM FP contact *OR* the test jumper when the key is in the ON position. You could try opening the AFM flapper to see if that trips the relay, or maybe the ground connection for the test jumper is messed up (that's all it is, a jumper to ground), so trace out why that is not working.
