CO relay is a special 2-winding device. Could be one of the windings has fried. In your case secondary winding that the starter switch pulls in makes the relay click. The primary AFM/jumper winding may be open circuit. New relay from Toyota (call dealer and check the price) or find a used one at the junkyard.
