I'm not a body expert, but the only way I've seen rust-through properly dealt with is to cut it out and weld in a new piece. You can try bonding a fiberglass patch to the inside, but I'd think that rust will remain in the area of the pinhole and continue to eat the surrounding metal.

Probably the best is to take it to a body shop and ask them.
