There will be pressure. Next time you plan to open the fuel system, relieve the pressure by starting the engine and pulling the relay for the fuel pump. When the pressure drops the engine will conk out. If the fuel rail didn't have pressure on start you'd have to wait until the fuel pump built up enough pressure for a good injector spray to get a good
fire.
