I believe I saw something about how they do this before and it was that they took the boiling/hot water and ran it across the edge so that it melted it and thus smoothed it. That looks to be from the annual Ice Festival in Sapporo, Japan. Really, really cool thing to see. I was there in '94. That is by far the cooldest friggin place I've ever been.
