This is what I'd do:
1. Clean the TB really well, you can easily remove the whole air plenum up top there and clean that entire assembly.

2. Check idle and timing by jumpering the test port. If idle or timing cannot be set properly, adjust the TPS. You can check roger brown's website for some details on this.

3. Give the valves an adjustment. Lots of people have had luck adjusting them cold to .001 under spec, I've only ever done it hot to FSM specs (.008 and .012).

4. If it's been a while for plugs/wires/cap/rotor I'd throw a few dollars at these items.
