Check that the dashpot under the throttle stop is working smoothly. It may be sticking and holding the throttle open. I lube mine with some silicone spray and make sure the air filter and vent tube below it is not clogged. Then make sure it is not set in too deep. I put mine so the DP is about 1/2 way depressed with the throttle closed. DOuble check yout TPS , especially the IDLe settings. Afterall that IS what tells the ECU that the engine is at idle.
