I'm gonna have to call BS on that one! Background information from my European friends combined with the good 'ol internet says otherwise...

The biggest costs (I think) their income tax covers are social programs (unemployment, education, healthcare), while their gasoline (and car registration/owenership taxes for that matter) are applied to transportation (road improvement, PUBLIC TRASNPORTATION [which is great in Europe]).
