I could not see any reference to these in the owners manual for our 'new' '97 SR. The little plastic hooks hold a fabric type canvas factory cover for hiding items on the back floor on my 95 SR. The cover has eyelets in it to fasten over the hooks. Mine is a light brown like my interior. I have never used it.
