This is off the top of my head but I can confirm it tonight. There is 12V provided to the blower motor through a relay. All the switch and the resistor do is provide ground to the 12V going through the motor. You should have 2 fuses. 1 large like 40A for the motor that feeds through the heater relay. 1 smaller fuse that powers up that relay. The relay only has power with the ign. on. So, check the fuses and that relay for power to one terminal of the blower motor first. If that is OK, the ground side through the resistor and switch must be open.
