I tried PB Blaster and no movement. I beleive the main problem is the locking steering mech. is jammed.

This is is why the key will not turn to release the cylinder. I tried wiggling, tugging and jerking the wheel back and forward. Looks like the best route is to completely remove the steering column and dremel slots in the tamper-proof bolts and removing the steering locking mech. completely. You guys have a better idea, I'm up for it?
