spread some anti-seize across the threads of the new plugs before you install them, that will stop the problem. Also, some anti-seize compounds have the color of copper (maybe confused with rust?) If the plug came out nice and easy, then it's probably not rust, but if they were tough to break loose, it could just be a little surface rust.
