yes, it absolutely will, but, as far as i know, only in the auto tranny, not the manual. it can keep it from shifting into 4th gear, ruining your mileage, but not necessarily power. <img src="/forums/images/graemlins/zombie.gif" alt="" />

i don't know enough to say for sure, but it sounds as though your exhaust timing could be the culprit.
