It really sounds to me as though the problem isn't the steering wheel. I don't think that there is any way to "tweak" just the steering wheel. I sounds to me as though there is something bent in the steering linkage, such as the center link. There just isn't anything that you can do to just tweak the steering wheel.

Think about how the system works. The wheel is splined onto the shaft which goes to the gear box. It is a solid connection all the way through. If the wheel no longer is aligned as it used to be, something had to bend or break.
