Your right, there is a bulb and I tested it to a 9 volt battery. Bulb is fine so its either that the light is workikng (I just haven't let fuel go down to sensor level) or the sensor is broken.

I looked in haynes manual and owners manual couldn't find, At how many gallons left should the LOW FUEL LIGHT COME ON ? Or about how many miles left in tank ? I believe tank capacity is 17.2 gallons

Like Brian said there are two models of fuel level senders, one has 4 wires and the low fuel light sensor and one has 2 wires and no low fuel light sensor.

To test remove sender assembly from tank. Check for continuity across terminals 1 and 4 on plug. When the sensor is dry it should have continuity and when it is submerged in fuel it should have no continuity.
