spare tire stuck

hey guys i wanted to take my too small spare tire off my truck since its not the right size( 31" compared to 33's on the truck and i dont want to spend another 170 for a correct size tire to match) i know that in an offroad situation the 31" would get me home if i put it on the front axle which is why i will throw it in the back of the truck when i go offroading but as of right now the tire sways back and forth and hits my exhaust....it has knocked the tail pipe off the muffler twice now and im sick of it....so i wanted to take it off the other day and i had no luck...the wrench toyota saw fit to put in the truck from the factory just stripped off, so i used a pair of vise grips and they couldnt get it free, it has been soaked in pb blaster for a long time and i still cant get it off, does anybody have any ideas other than cutting the bracket....i would like to be able to remount it if i decide to someday
