If you are talking about the cable doo-hickey that drops the spare down, I had this issue a could of years ago. Murphys Law - snow storm, go out to play and the right rear tire lost a bead somehow. My cable was seized, so I applied liberal amounts of PB Blaster and then beat on it with a ball peen hammer. This dislodged what ever debris was in there locking it up.
