Heater only works when moving. It blows out cold air when the truck is at a stoplight or something. Any idea's?

blocked, broken, kinked, coolant line, low coolant, no coolant. Broken water pump. Many others. Those are the serious ones.
All are very serious symptoms of a potentially damaging risk of overheating.
Try not to blow up your engine until you dig in an figure out the problem.

Coolant levels are good. No sign of leakage from radiator or hose. Are these symptoms indicative of a water pump going south on me?

Or a clogged heater core. High speed will create more output from the pump and generally more heat from the engine. At idle, it may not be enough to push hot coolant through the core, let alone transfer heat out of the core.

Is there some type of solvent that I could try to maybe test the clogged heater core theory?

Not really.
Pull the hoses and see how well water flows from one to the other. It should be rather unrestricted.
If the heater core is clogged, it would be smart to look at the rest of the system too. The radiator may need some attention and it may not be a bad idea to flush the who shebang.

Couldn't hurt I guess. thanks for the suggestions. i haven't been running at hot at all so I guess that is a little bit of good news.

Hot is relative. There is a big difference between running hot and overheating. Most likely, you would never notice it on your gauge.
Besides, it is the middle of winter. Ok, the end of Fall, actually, but the cold air can mask problems with cooling.
