Not sure if the resistor part number is the same, but in all likelyhood, it is a problem with the resistor. Pull it out, take a look and get a replacement from Toyota if needed.

You might make note of how many speed settings your heater switch has... On my 84 toyota, there are only 3 speed settings, and on my 85 toyota there are 4 speed settings. There is a different heater blower resistor for each.
By the way - I just paid $19.90 for the 4 speed resistor on my '85... Part number is in the parts number thread at the top (for the 80's Toyotas).
