The Toyota hangers and the AOR hangers that I have worked with are cut out on the base so they can sit flat. One option is to let the hanger into the bottom of the frame a bit, I did that when I swapped to the AOR hangers:

Then I added a double shackle setup to effectively move the rear shackle hanger back 3.5" to allow a shorter shackle to be run:
