I have it and am pretty pleased with it. You will need new spring eye bolts and new shackles. Both are items that you can find at a mid to high-end hardware store. I use Grade-8 bolts, with lock-nuts and washers, they ran me like $2.00 each. The shackles are pretty easy to fabricate. Going back to a near stock travel and length, you could get away with using bar stock at the hardware store, drill the holes to the bolt width and if you have access to a welder, put a plate across connecting them, but not a requirement.

This is a little over your budget, but is a good deal. I got mine a couple years ago and it was cheaper, but after the summer of 2004, steel prices have been going up and up....
