Actually you can get IPA in 50%, 70%, 91%, or 99% grades. The 70% OTC grade is perfectly fine to use even though it contains 30% deionized water. My point on using OTC instead of HEET is the cost. I'm not familiar with HEET but I'd almost bet it cost more than a bottle of OTC IPA.

I mean no disrepect Kewlynx but I have a very good friend who has been a Honda mechanic for 20 years and a Top fuel funny car crew chief for 5 years. If he tells me to use rubbing alcohol to get rid of water in the tank, then that's good enough for me.
