I beleive only '84 and prior carbs have that plate you are referring to. Forget what it was for, but I've ran three carbs in the past two years and the only one that gave me issues had that plate <img src="/forums/images/graemlins/lol.gif" alt="" />

16mpg? Thats about average for me in the three warmer seasons.. I'd love to get that in the winter. I have stock gears and 33x12.5's. If your lifted, I'd say thats about right, if your stock, then thats probably a few mpg's low.
