On my 100th inspection of this carburetor I noticed that there appeared to be a plate missing from the drivers side. Upon consulting the FSM I confirmed that there should be a plate and a couple of other pieces. My question is what is this and what is it's function?

This carb has run rich as hell (16mpg) since I got the truck but I've been dealing with vacuum leaks, EGR valves, clogged CAT/muffler, and loose plugs in the head just to name a few. Timing appeared to be at 2? last night but I was tired so I'll recheck it today. The plugs are gapped at 0.041in for some reason. I'm wondering if someone is trying to compensate for other problems by running the plugs hotter instead of fixing the real issue. I'm also checking the coil today. If everything else checks out I'm going to need some help in pinpointing the problem with the carb.
