My 94 does that in the back seat. I'll have to try it in the 2001. I've ridden in the back of the 94 and it is quite annoying. The book for the 2001 says that if you pull the belt ALL the way out it will then ratchet down until you let it all the way in. It is for child seats.

Maybe cycle yours all the way in and out and see if the cam in there lets up.
