Anyone have any tips on replacing a power antenna?

The motor still works but the antenna will not go down. I figure during all the ice we had this year.. it froze in position and then whatever mechanism there is, broke.

Is there any other fix for this other than replacement. I did read somewhere about having to take the inner fender wall out???

any assistance?
