I didn't notice much difference in power when I took off the old OBA setup (first picture). The compressor pulleys turn pretty easily with the clutches disengaged, all the power requirement is going into the moving the belts and friction in the bearings. It probably robs some power, but nothing I can feel. Of course when either clutch is engaged there is a loss in power since the engine is driving the compressor.
