The sleeve blocks a drilled oil passage that connects to the #1 main bearing. The hole its blocking is about .08ö in diameter and perpendicular to the large hole.

Balance shafts date back to the 1900Æs, Mitsubishi patented an implementation of them. The idea itself has been around for a very long time.
