Might be different on a 98, but I had to break the stud on my 86 Trooper. I left the wheel on tight with the other lugs, got the one as loose as I could, then grabbed it end on with a big 24 inch crescent wrench. Bent it one way, then the other until it finally snapped loose. I ended up swapping hub/rotor assemblies to fix it as I had two other broken studs besides, but I did eventually repair the old one with replacement studs. I tacked them in with a welder in order to get them to stay put. It has not been road tested though.
